Toronto Conference is changing their practice around candidates for ministry, designated lay ministers seeking regognition and those seeking admission into the United Church. They will all be interviewed at the end of January by the Conference Interview Board. We invite the prayers from the United Church at large for these women and men offering themselves for service to the church. Their names, recommending presbyteries and their position are listed on the Conference web pahe:

Your prayers are invited for them and thr the Conference Interview Board for discernment and the presence of the Holy Spirit.
The Settlement Committee of Toronto Conference will also be posting the names of the pastoral charges seeking settlement after April 1 and inviting the prayers of the church in their work and the work of the Transfer Committee in April and May.

DKS< I will be holding you and the conference in my thoughts./ prayers. It is not an easy process, to walk people through discernment. I have not done it, but, I have heard of the process from both sides of the fence. May you find wisdom, and also be supported and offer support.

Who makes up this Conference Interview Board? Upon what criteria are they judging the candidates?
The members of the CIB are elected by the Conference, They include both layity and members of the Order of Ministry. At least one member is a professional psychologist. All are members of the United Church of Canada.
The primary criteria is "fitness for ministry". The candidate is questioned about their faith, their theology, their spiritual life and practice and so on. The recommendation from the theological college is also taken into consideration.
I have been a member of the CIB and found it fascinating work. Yes, we did refuse candidates, though not many (usually postponed recommendation). By this point in time the unsuitable candidates are usually gone from the process.
